About the Position: Position is located at Brooke Army Medical Center, Plans/Training/Mobilization Security Division, Fort Sam Houston, Texas. The primary purpose of this position is to provide operations support for all internal administrative policies, procedures, and staff requirements on matters pertaining to administrative management functions necessary to operate the division.
Duties
Coordinate, develop and publish all hospital level policies for the Plans, Training, Mobilization and Security (PTMS) Division.
Maintain all internal administrative policies, procedures, and staff requirements on matters pertaining to administrative management functions.
Use database or spreadsheet applications to enter, revise, sort, and retrieve data for reports.
Monitor and analyze expenditures of operating budget funds to ensure compliance and provides related budget reports.
Review, analyze and provide staff input for administrative policies and operations orders (OPORD), clarifying complex guidelines.
Recommend to the hospital’s executive level staff for changes to administrative and operational policy.
Coordinate training, ensuring all training requests are within the employee's scope of duties and funds to support training are available.
Act as Personnel Liaison, ensuring office support functions for civilian personnel actions, civilian appraisals/rating schemes are reviewed, coordinated and tracked.
Perform time keeping functions for prompt and accurate completion by military, civilian and contract staff.
Maintain the medical treatment facilities electronic and physical office files to ensure compliance with applicable regulatory guidance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to obtain and maintain a Tier 3, Secret security clearance.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes 1) performing administrative support functions such as preparing a variety of correspondence, reports, records and briefs, 2) utilizing various automated software applications to input and retrieve data, 3) advising management on a wide range of personnel matters, and 4) reviewing internal policies continually to provide necessary updates. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Administration, Public Administration, Human Resources Administration. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
