About the Position: This Budget Analyst is located at 5th Armored Brigade, S-8 with duty location of Fort Bliss, Texas.
Duties
Advise, development, and control of applicable portions of the Brigade’s budget involving support to Reserve Component (RC) and Active Component (AC) units within the Brigade’s geographical area of responsibility.
Prepare narrative and necessary justification reflecting increases/decreases in funds required for respective cost areas.
Control and coordination of required actions to support successful deployment, operation, and management of Defense Travel System (DTS).
Review all Temporary Duty requests and vouchers to ensure accuracy of budgetary account codes, dollar amounts, and compliance with regulations
Tabulate cost data on committed items (e.g., rental contracts/contractual services, supply, TDY, civilian awards, overtime) and applies statistical formulas to budgetary data to illustrate the effects of changes in levels of funding for expenditures.
Develop a variety of one-time and recurring budget estimates and financial reports (e.g., field budget estimates, exercise cost estimates, special project budgets, one-time budgets
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a Secret Security clearance.
- Temporary duty (TDY) business travel is required approximately 25% of the time.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position; Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- Incumbent may be required to complete a One-Year probationary period.

In order to qualify, you must meet the education and /or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes experience 1) applying budget and finance regulations, procedures and/or processes for budget formulations; 2) experience preparing various report covering the status of funds, expenses or obligation for budget request; 3) experience with budget and accounting procedures for an organization used in connection with reimbursable funding and determining propriety of funds control and acceptance; and 4) Monitor the flow of funds and reviews requests for allotments of funds to ensure they conform to budget guidance and regulations. . This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Administration, or Financial Management field(s) of study].

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
