About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, Maryland, with US Cyber Command.
Duties
Serves as a supervisor, providing planning, direction, organization, and control over nonsupervisory employees assigned to a division of the Force Development Directorate (J7) at United States Cyber Command (USCYBERCOM)
Performs supervisory personnel management responsibilities. Directly supervises fifteen government personnel and overseas the efforts of 30 contract personnel within three branches
Leads development of a comprehensive training strategy in support of COCOM and Department of Defense (DoD) operations and exercises.
Supervises, directs, reviews, evaluates, and coordinates fiscal resources requirements analysis and planning Activities
Leads and makes substantive personal contributions to the development and maintenance of cyber training policies for the Command and DoD cyberspace program community.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 10% of the time.
- The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam.
- This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
- The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.

Specialized experience would be demonstrated by 1) Supervising or administering a training program; 2) Coordinating a training program policies, identifying training resources, and conducting reviews of training materials; 3) Training or instructing others on a regular basis; 4) Developing analytical strategies and methods to provide findings and recommendations; strategic business planning, continuous improvement projects and/or program integration; 5) Supervising subordinate supervisors and/or employees and executing a full range of personnel actions.
