Serves as an advisor on business management and administrative matters involving human resources management, contracting and procurement, comprehensive budget, travel, scheduling and fiscal management, management analysis and general administrative functions.
This is not a remote position.
Duties
Advises Director and Deputy Director in developing, implementing, and monitoring strategic planning for achieving mission.
Provides advice and assistance on the allocation of staffing resources and position management.
Secures planning, procurement, installation, maintenance and physical security of IT equipment.
Serves as a Contracting Officer’s Representative.
Carries out special projects and initiatives.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Experience in business management and administrative matters involving human resources management, contracting and procurement, budget and fiscal management; Advises the cognizant manager in developing, implementing, and monitoring strategic planning for achieving the mission of the State Operations Office; Analyzes reports on workload, by program and activities and advises cognizant management of trends; Carries out special projects and initiatives, related to the operations of the organization supported; Conducts studies and recommends way to improve work methods, staff utilization, communication and overall productivity. There is no substitution of education for experience at the GS-13 grade.
