You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (EMPLOYEE RELATION in the CIVILIAN HUMAN RESOURCES of NAVAL SPECIAL WARFARE COMMAND.
Duties
You will serve as a technical subject matter expert, providing ER advice and guidance to Echelon 2, 3, and 4 organizations.
You will advise managers on appropriate disciplinary or other corrective techniques in response to a range of conduct and performance issues that often involve challenging situations.
You will coordinate and ensure successful execution of the ER program at assigned organizations, interpreting policy and guidance for impact on program goals and objectives.
You will provides advisory services on all components of the performance management process, including planning, monitoring, rating, and rewarding performance.
You will administer the civilian performance appraisal program for assigned organizations to ensure mandatory requirements such as establishment of employee performance plans, progress reviews, and final appraisals are met in a timely manner.
You will provide advice and guidance to personnel throughout the Command and subordinate organizations on leave administration and attendance matters.
You will provide information to employees on various leave categories, entitlements, and request procedures.
You will provide advice and guidance to personnel throughout the Command and subordinate organizations on telework, wellness, and other work-life programs.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing expert and consultative services on a full range of employee relations matters (e.g. disciplinary and adverse actions, administrative investigations, leave administration, hours of work, performance management, and telework and remote work programs) to supervisors, managers, and senior leaders at serviced commands AND performing complex research and analysis, identify interrelated and cross-functional issues, draw conclusions, devise solutions, and develop recommended actions to ensure effective program execution and ensure compliance with applicable laws, regulations, and higher-level policies.
