You will serve as a HR SPECIALIST (PERFORMANCE MANAGEMENT AND AWARDS) in the HUMAN RESOURCES OFFICE of NAVAL SPECIAL WARFARE COMMAND.
Duties
You will administer the civilian incentive and performance award program for Naval Special Warfare (NSW) commands.
You will advise senior leaders and other management officials at Echelon 2, 3, and 4 commands on appropriate incentive and performance award recognition models and ensures compliance with DoD, DON, and NSW policy.
You will administer the career service award program for NSW commands.
You will provide suggestions for command level civilian performance management and award program improvement to ensure programs operate efficiently and effectively and recognize employees in a consistent and fair manner.
You will coordinate with Employee Relations Specialists in the Force-wide execution of the performance management cycle.
Requirements

- You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: administering civilian award programs in compliance with higher level guidance and providing comprehensive advice and guidance to senior leaders and other management officials on evaluating, recognizing, and rewarding employee performance.
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: advising supervisors and managers on evaluating, recognizing, and rewarding employee performance, and reviewing award nominations for compliance with applicable law, regulations, principles, precedents, and policies.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11:
Ph.D. or equivalent doctoral degree
or
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
or
