You will serve as a SUPERVISORY HR SPECIALIST (EMPLOYEE RELATIONS) in the CIVILIAN HUMAN RESOURCES (01HR) of NAVAL SPECIAL WARFARE COMMAND.

Duties

You will serve as the technical authority on developing and preparing employee relations policies, and guidance for an Echelon II organization and its subordinate commands and identify the need for new or revised employee relations guidance. You will review and keep apprised of frequent or rapid fluctuations, changes and/or problems experienced in administering employee relations programs. You will analyze program objectives and formulate action plans necessary to ensure short term and long range objectives are accomplished. You will develop and conduct employee relations analysis to ensure compliance with statute, executive order, OPM regulations, and/or DoD and DON policy. You will evaluate complex employee relations issues impacting the command and provide recommendations for action and program improvement. You will supervise a team of HR professionals responsible for the execution of employee relations programs and ensure effective and compliant program operations.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

GS-14: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing and evaluating the execution of human resources programs; analyzing and interpreting employee relations regulations and policies in order to develop instructions and guidance for an echelon II organization and its subordinate commands; and providing technical employee relations advice to management in order to resolve issues. The employee relations programs include disciplinary and adverse actions, investigations, performance management, leave administration, telework and remote work, and awards.
