For more information please see: AcqDemo This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

Duties

As a Program Analyst at the NH-0343-3 broadband level some of your typical work assignments may include: This position serves as audit liaison officer and analyst to Congress and the Legislative Branch Agencies including but not limited to the Government Accountability Office (GAO), the Congressional Research Service (CRS), and the Congressional Budget Office (CBO) on all missile defense matters related to the Department of Defense (DoD). Applies guidance delineated in DoD Directives addressing the Department's relationship with Legislative Branch Agencies and facilitates their request for information. Assist with analysis of Legislative Branch Agency reports and provides substantives analyses of the various audit results for the Director, MDA. Assist with the development of strategies to improve the processing of Legislative Branch Agency requests and the quality of work directed. Serves as the liaison between Legislative Branch Agencies, MDA, and other Office of the Secretary of Defense (OSD) Offices to include Research and Engineering, Acquisition and Sustainment, Policy, as well as the Joint Staff and the Combatant Commands. Facilitates Requests for Information (RFIs) from auditors and assists MDA Executive and Senior Leadership to ensure official responses are technically accurate, thorough, and consistent with MDA Programs of Records. Ensures the consistency of information shared between various Legislative Branch Agencies and coordinates on reports during the data collection phase. Prepares and coordinates responses, and attends meetings and conferences including entrance and exit conferences. Facilitates the analysis and reporting of all MDA external engagements with Legislative Branch Agencies, and formulates approaches for the execution, development, modification, and application of methodologies for the processing of external audit related work throughout MDA. Provides feedback to MDA leadership on the status of each report and provides substantive analyses and comments that summarize the major points and possible impact to the Agency. Ensures responses adequately characterize the complex and important nature of the mission and programs/projects of the agency that significantly impact on current and future programs. Maintains up-to-date database of all findings and reports.

Qualifications

You may qualify at the NH-03 broadband level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below: Ability to establish and maintain good working relations. Knowledge of politics in order to assess and promulgate political, fiscal, and other factors affecting customer and program/project needs. Knowledge of DoD Programmatic, Planning, Budgeting, and Execution (PPBE) process, products, terminology, and guidance documents to be able to design and conduct independent assessments to identify potential issues and problems from a congressional perspective and to ensure full compliance with legislation, congressional intent, DoD guidance, and Agency strategies and policies. Skill in oral and written communication, and the ability to research, plan, coordinate, and brief actions in support of leadership's goals, objectives, and mission. Knowledge of a range of qualitative and/or quantitative methods; management and organizational practices; and planning and evaluating program functions to assess and improve program effectiveness in meeting established goals, measures, and objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Please limit your resume to five pages.
