Position is located in Robley Rex VA Medical Center in the Care in the Community Department and is responsible for all decisions related to the administration of non-VA purchased care and assures complete clinical integration of Veteran care received in the community with Veteran care provided by staff at the Medical Center. The position advises the Service Chief and Hospital Administrators on all matters related to interpretation of legislative and VHA wide policies for Care in the Community.
Duties
The Supervisory Medica Administration Specialist is responsible for all aspects of non-VA purchased care occurring at Medical Center, including:
Advising senior medical center executives, physicians, and division staff on matters relating to all legislative and policies regarding NVCC (i.e. fee care, non-VA Purchased Care, the Accelerated Care Initiative, and the Choice).
Serves as a subject matter expert for Care in the Community across the Medical Center. Provides leadership both internal to the service and across the medical center that ensures a well-balanced blend of solid patient care and sound financial choices/decisions relative to the management of purchased care.
The incumbent is responsive to national and VISN mandates and initiatives relative to purchased care. Establishes local policy within the context of national directives and legislation regarding the implementation of purchased care activities.
Provides direction regarding application of eligibility regulations, access to Non-VA purchased care services within the context of a finite budget environment, consistent clinical care coordination/case management of purchased care episodes and ensures that a consistent quality of care is delivered to all patients participating in the non-VA care program. Researches and/ or analyzes program issues and/or requirements.
Based on changing operational and program requirements, identifies relevant issues, and provides expert analysis and advice on complex program issues.
Collects and assesses relevant information from many varied sources, some of which may be difficult to access or that may be controversial in nature, to make strategic recommendations to medical center management.
Performs regular demographic and market analysis of non-VA purchased care supply and demand in the local catchment area.
Work Schedule: Monday-Friday 8:00 a.m. -4:30 p.m.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience developing and analyzing reports; applying both qualitative and quantitative analyses of various program objectives; using computer applications such as Microsoft Word, PowerPoint, Excel, and databases; prioritizing work to accomplish tasks timely; collaborating with several service lines, auditors, and Human Resources; preparing memorandums, correspondence, and reports; establishing and researching local policies and procedures; effectively communicating both orally and in writing individually or in a group; gathering and assembling data from various sources to complete reports and assignments.. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related. Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting, though some work may require some standing or walking. The regular and recurring work of the position involves sitting at a desk and working on a computer.
