Duties
Serve as staff advisor/technical expert providing expert technical advice and assistance to the Chief Operations Officer, Regional Commanders, and subordinate CMO Commanders/Directors.
Serve as team leader/member responsible for planning and conducting military personnel management programs to evaluate program effectiveness and conformance with laws, regulations, policies and accepted practices.
Provide expert advisory service and/or authoritative policy interpretations on complex or controversial military personnel management issues to develop policy guidance as required.
Direct the execution and coordination of a variety of military personnel management programs.
Serve as advisor and expert over military personnel assignments, transfers, promotions, separations, reenlistments, policies, procedures, Defense Acquisition University training requests and qualifications and services for all military branches.
Manage various automated HR Information Systems.

Qualifications
To qualify for a Human Resources Specialist (Military), your resume and supporting documentation must support:
Specialized Experience - One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Utilizing military Human Resources Management (HRM) principles, concepts, regulations, practices, analytical methods and techniques to resolve complex HRM problems.
Applying military personnel policies and procedures.
Gathering, analyzing, evaluating and interpreting HR information to arrive at an opinion or decision.
Providing advisory services and/or authoritative policy interpretations on complex or controversial military personnel management issues.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
