Duties

Typical work assignments include: Serves as a Human Resources Assistant in the Human Capital Office, reviews personnel action request and forms for completion, correction and confirms the content for accuracy. Performs duties such as computing severance pay, verifying retirement coverage plan for new hires, resolving payroll problems, and evaluating and making basic recommendations regarding certain personnel-related actions. Provides information on routine personnel matters, such as how to complete a form, and open season enrollment deadlines. Performs work independently with processing personnel actions, separations, reassignment and promotion actions, legal and regulatory personnel codes. Assists management with preparing separation packages for benefits, answering inquiries from the mailbox, obtaining required documentation, and works closely with the lead HR Specialist to assure that all related processes go smoothly. Works with project HRS by providing administrative support on correspondence, reports, and research. Researches and resolves a variety of non-complex human resource problems relating to pay, awards, processing personnel actions for corrections using HCUP, incorrect data on the Notification of Personnel Action.

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying. You qualify for the GS-06 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-05 grade level (or equivalent) performing the following duties: Fundamental understanding of a comprehensive body of Human Resources, procedures, and technical methods concerning payroll and placement related activities. Understanding of PowerPoint, Excel, and Word systems, associated software sufficient to input, store, retrieve update reports, and skills in accessing and applying a variety of Human Resources personnel regulations. Apply technical processes, and new initiative changes within Human Resources to research inquiries, and problems. You qualify for the GS-07 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-06 grade level (or equivalent) performing the following duties: Acquire processing personnel and payroll actions. Responding to customers and/or inquiries on various, personnel and payroll related issues, and utilizing various automated systems to complete a wide variety of personnel actions and daily tasks. You qualify for the GS-08 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-07 grade level (or equivalent) performing the following duties: Assisting junior HR assistants in processing personnel, benefits, and payroll actions. Assisting in the research of Federal human resources regulations and policies. Processing a variety of personnel actions (including corrections of historical personnel actions utilizing Human Resources automated systems (EPIC, NFC, EmpowHR, etc.) to complete a wide variety of personnel actions and daily tasks. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time After Competitive Appointment: By the closing date specified in this job announcement, current Federal civilian employees must wait at least 90 days after their latest non-temporary appointment from a competitive service referral certificate before promotion, transfer, reinstatement, reassignment, or detail.
