Duties

You will serve as a senior software engineer who will be expected to perform a wide range of complex Information Technology (IT) duties associated with various programming languages, tools and technologies. You will act as a senior official providing the application development perspective, mentoring less experienced developers and providing guidance on application architecture, design, specifications, development, modernization and maintenance. You will serve as the recognized expert in one or more application development domain areas. You will lead initiatives on emerging technologies, cyber security and modernization efforts in support of command strategic goals and objectives. You will oversee the implementation of security controls and security authorization documents, ensure system compliance with security policies and requirements and administer security posture for one or more systems. You will provide continuous monitoring through control testing and audit reviews and escalate issues as needed.

  • This is a Cyberspace Workforce position, work role code (621), proficiency level (III Advanced) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

Qualifications

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to your experience demonstrating the four competencies above, you must have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Researching and evaluating emerging technologies, internet service architectures, modern design frameworks, and their application to complex business processes; 2) Designing, developing, maintaining and providing oversight to multiple IT systems and enforcing IT policies and procedures; 3) Applying knowledge of the DoD Risk Management Framework (RMF), developing documentation for customers, and providing technical review of assessment materials; 4) Overseeing the implementation of security controls and authorized documents while ensuring system compliance with security policies and requirements; 5) Administering security posture for systems and monitoring them through scheduled audits, control testing, and escalating issues as needed; 6) Providing technical guidance and recommendations to management while mentoring and developing junior team members on various IT technologies and systems. 7) Leading complex IT modernization efforts.
