These positions are located in Deputy Director, Management and Administration, in the Business Management Group. This position is not eligible for remote work.

Duties

The major duties of the Management Analyst position include, but are not limited to, the following: Conduct management consulting engagements with parks and programs, combining skills in qualitative and quantitative analysis to assess all aspects of program effectiveness and develop recommendations. Types of analysis include costs and benefits, operational (financial and workforce) risks and projections, revenue models, and operational trends. Develop and deliver recommendations based on your analysis. Utilize human centered design principles in developing park and program business plans and workforce plans that address strategic objectives, revenue and expenditure projections, marketing and public awareness, partnership program development, and performance measurement. Develop and present recommendations for achieving park or program goals to park and program managers, NPS senior management, and external stakeholders including the Department, OMB, and Congress. Participate in recruiting, selecting, and training graduate student interns to participate in the Business Plan Internship (BPI) program. Assist in analyzing Service-wide business processes and performance data to support assessments of effectiveness, risk, and resource requirements at the park and/or program level. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-06/12/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: (1) conducting analytical projects and building analytical models or tools and providing recommendations to organizational leaders, based upon candidate's understanding of financial, quantitative, and qualitative analytical frameworks; (2) communicating findings and recommendations cleary in both written and verbal presentations; and (3) implementing human centered design practices in a project setting. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. You must include your resume with hours worked per week annotated, as well as transcripts. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: (1) conducting analytical projects and building analytical models or tools and providing recommendations to organizational leaders, based upon candidate's understanding of financial, quantitative, and qualitative analytical frameworks; (2) implementing human centered design practices in a project setting; (3) communicating findings and recommendations cleary in both written and verbal presentations; (4) scoping, leading, and managing multiple projects simultaneously using standard project management techniques; (4) working with clients to develop meaningful and feasible performance metrics; and, (5) experience implementing human centered design practices in a project setting. You must include hours per week worked. To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: (1) conducting analytical projects and building analytical models or tools and providing recommendations to organizational leaders based upon candidate's understanding of financial, quantitative, and qualitative analytical frameworks; (2) implementing human centered design practices in a project setting; (3) communicating findings and recommendations cleary in both written and verbal presentations; (4) scoping, leading, and managing multiple projects simultaneously using standard project management techniques; (5) working with clients to develop meaningful and feasible performance metrics; (6) developing user focused dashboards and data visualizations using standard platforms, such as Tableau, PowerBI, or Power Apps; (7) developing and managing relationships with key internal partners and stakeholders; and, (8) delivering recommendations to and developing/maintaining relationships with senior organization leaders. You must include hours per week worked. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the GS-12 and GS-13 grade levels of this announcement.
