This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.
Duties
To provide program strategy and operational implementation by serving as a subject matter expert and providing advice, guidance, solutions, training, coordination, and oversight for research security compliance at NIST The individual will collaborate and consult with NIST staff and managers to design, develop, and implement a comprehensive NIST-wide program to comply with research security laws and regulations suitable and appropriate for NIST's research, measurement services, and mission support activities. The position reviews a variety of funding awards and agreements with government, academic and industry partners for regulatory compliance. Provides recommendations and/or approvals related to award or agreement conditions.

Qualifications
BASIC REQUIREMENTS:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
AND In addition to the basic requirements:
Applicants must also have 1 year (52 weeks) of specialized experience equivalent to at least the GS-12 (ZP-III at NIST) level. Specialized Experience is defined as experience in:
- United States Government policies & programs with respect to safeguarding international science, protocols/diplomacy, and complex scientific programs/policies/organization.
- International Science and Technology engagement protocols and policies.
- Safeguarding international science/research security policies and procedures.
Education
This position has an education requirement. Transcripts must be submitted to validate that the education requirement has been met. Unofficial transcripts will be accepted in the application package. However, an official copy will be required prior to a final offer of employment.
