The primary purpose of this position is to serve as a budget analyst in the installation's budget office, performing a variety of budget functions involving
the formulation, execution, and/or analysis of budgets for substantive programs and support activities.
Duties
Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request.
Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and refund.
Provides advice, assistance, and guidance on budgeting and related information.
Conducts analyses, reviews, and special studies of budget and/or related information.
Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.

- This is a Financial Management Level (1, 2, or 3) Certified position IAW the National Defense Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
- Incumbent shall comply with the requirements of this certification program.
- This position involves 51% or more of time in direct support of an acquisition position(s), or program(s).
- May require ACWA testing
- This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
- This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
- The selectee must meet, or be capable of achieving the APDP certification level 2- Business/Financial Management.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience include detailed, intensive knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of a functional area such as financial oversight, budget formulation, and/or budget execution. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: Applicants must have successfully completed a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level, or equivalent, requirements for many positions covered by this standard. Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11 equivalent. NOTE: Applicants must submit a copy of OFFICIAL transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts.
2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations.
3. Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and pro-rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding.
4. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
5. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
