You will serve as a PROGRAM ANALYST in the US FLEET FORCES COMMAND of COMMANDER US FLEET FORCES COMMAND.

Duties

You will support Emergent Plans and Assessment Branch head and members of staff from multiple high-level stakeholders, including Navy headquarters, Fleet Commanders, Type Commanders, System Commands. You will organize the nomination, evaluation, and recommendation of candidate emergent capabilities for entry into the force development process for planning, programming, budgeting, and execution (PPBE) consideration. You will support the development of criteria to identify emergent capabilities requiring significant fleet headquarters and subordinate command attention to ensure successful force development. You will support the emergent stakeholder team in the identification of key milestones, synchronization requirements and planning considerations associated with assessments of new systems and platforms targeted for fleet introduction and planning You will assist with personnel policy, infrastructure and environmental management, doctrine development, fleet experimentation, and other DOTMLPF wholeness actions to ensure emergent capability for Force Generation. You will facilitate and support the conduct of stakeholders' periodic assessment of individual emergent force development plan information on all key activities required to be accomplished and synchronized. You will generate presentation material 4-Star level information and decision briefs. You will coordinate with action officers across the Navy Enterprise for development and collection of briefing materials.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To qualify for the PROGRAM ANALYST- GS-0343-13, your resume must demonstrate at least one year (52 WEEKS) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience analyzing ship, aircraft, or combat system capabilities and limitations to advise leadership on Force Development issues and operational requirements to ensure allocation of military resources, to include funding necessary to execute missions. Experience leading meetings with partners and stakeholders to independently create individual force development plans and a Plan of Action and Milestone (POAMs), to ensure emergent capabilities and synchronization of resource deliveries. Experience collaborating with subject matter experts to produce briefings that define gaps, operational impacts, and articulates appropriate courses of action to enhance resourcing and fielding decisions. Experience generating presentation material for 4-Star level information and decision briefs.
