You will serve as a MANAGEMENT AND PROGRAM ANALYST in the EXECUTIVE STAFF (N01) FIRST SUBDIVISION of COMPATWING ELEVEN.

Duties

You will conduct comprehensive analysis on various complex issues that impact manpower resources. You will plan and conduct studies of organization structure, missions, functions, manpower requirements and utilization of both military and civilian personnel. You will provide oversight and assistance in development and review of Mission, Functions and Tasks (MFT). You will conduct, review and analyze manpower requirements developed in Shore, Fleet, and Squadron Manpower Requirements Determination studies. You will evaluate requests for changes to Activity Manpower Documents from subordinate activities for overall correctness and adequacy of justification. You will provide advisory services to leadership on issues and actions involving military and civilian personnel management.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of civilian programs and procedures, including assisting management in identifying and resolving problems concerning manpower utilization, mission accomplishment and manpower planning. Experience applying knowledge of Manpower Management Programs and Policies to insure a methodical process of determining, validating, and utilizing manpower requirements in order to make informed budget decisions; prioritize manpower based on available funding and personnel; and translate authorized billets into a demand signal for personnel, training and education process. Experience applying analytical and evaluative methods, as well as studies concerning the efficiency and effectiveness of military and civilian manpower programs. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
OR
Possession of LL.M., if related
OR
A combination of experience and graduate education as described above that equates to one year of experience
