The primary purpose of this position is to ??broaden the skills and/or enhance the leadership abilities of the incumbent, while contributing support to the mission and function of the Department of the Air Force (DAF). Provides Personnel Security, Continuous Vetting and support of Counter Insider Threat functions.

Duties

DUTY 1: Performs Career Broadening assignments; executes the Department of the Air Force (DAF) Personnel Security program for all accessions throughout the AETC training pipeline. Executes comprehensive security strategies for all active duty enlisted and officer accessions throughout the AETC training pipeline, providing technical input to resolve potential conflicts, and offering guidance to training commanders at five training wings and on all aspects of Personnel Security and Continuous Vetting (CV) Programs. Oversees approximately 2,500 Security Management Office (SMO) actions per month, including the transition of security clearances from one unit to another. DUTY 2: In a Career Broadening capacity, provides Continuous Vetting (CV) services in highly sensitive matters involving clearance eligibility, terrorism, foreign travel, suspicious financial activity, criminal activity, credit reports, and commercial public records. Responsible for decisions when sensitive matters emerge involving Director of National Intelligence (DNI) Security Executive Agent (SecEA) directives for all sensitive positions (Non-Critical, Critical, Special Sensitive). Provides expert engagement for implementation of Director of National Intelligence, Security Executive Age nt Directive (SEAD) reporting requirements active duty accessions such as dual citizenship impacts, wage garnishment, continuing foreign contacts to include via social media, foreign travel, conference participation, etc. DUTY 3: In a Career Broadening capacity provides security integration support, and assessment for the Department of the Air Force Security Enterprise activities across integrated accession and training organizational missions and security environments. Provides authoritative advice and technical assistance with counterintelligence, intelligence, information operations, force protection, continuous vetting and mission assurance, and is informed by other security-related efforts. Provides technical guidance and advice to training commanders/directors. Supports security incident inquiry/investigation. DUTY 4: Serves as local contracting officer representative. Trains contractors on their duties and responsibilities. Fosters development and implementation of security awareness, training, and education within all security programs. Serves as expert authority in regards to Personnel Vetting elements. Plans, schedules, and conducts mandatory contractor security training and other training to include complex expertise to support dynamic systems and processes.

  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
  • Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, OPM website: Security Administration Series 0080 (opm.gov) or General Schedule Qualification Standards (opm.gov) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Expert knowledge of personnel security and continuous evaluation functions and knowledge of counter insider threat, information security and industrial security program specialties to resolve major conflicts in policy and program objectives. Knowledge of security specialization to develop, administer and coordinate both long and short-range complex personnel security and continuous evaluation programs for the installation and tenant unit's worldwide mission. Knowledge of varied DoD directives and manuals, Air Force instructions, regulations, and doctrinal areas (i.e., personnel security and continuous evaluation programs). Knowledge of long-range plans and systems related to improving and implementing both current and future personnel security and continuous evaluation programs. Knowledge of security processes, methods, techniques, systems, and devices involving personnel security, continuous evaluation, compliance, and training in order to implement national level standards in the programs. Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of personnel security, continuous evaluation and continuous vetting concepts, principles and practices to plan, implement, and evaluate security programs in these areas. 2. Knowledge of information security, industrial security, controlled unclassified information, nuclear information security and counter insider threat concepts, principles, and practices to collaborate with those specialists and produce converged policies in these areas. 3. Knowledge of required security training concepts, programs, and procedures to develop security education programs provides training, advise subordinate security managers, and assist additional security program leads. 4. Skill in developing, analyzing, and evaluating units, organizations, and/or contractor security programs. Evaluate reports and conditions to recommend remedial actions to meet mission requirements and improve the security program for the installation. 5. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
