The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Training and Air Operations Division of the Air Force Security Forces Center, a Primary Subordinate Unit (PSU) of the Air Force Installations and Mission Support Center.
Duties
1. Plans, organizes, and directs the activities of the Branch, ensuring that Training and/or Operations activity complies with legal and regulatory requirements and meets customer needs.
2. Exercises supervisory personnel management responsibilities.
3. Represents the branch with a variety of installation and functional area organizations.
4. Oversees assigned segment(s) of the AFSFC Security Forces Career Field and Security Forces Training Programs (CFETP).

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes that I have, or will have, within 120 days of this announcement closing 52 weeks of specialized experience at the next lower grade (GS-13) or equivalent in other pay systems. Specialized experience includes expert the ability to implement any required and commonly applied security (physical, personnel, industrial, information and operational), law enforcement, nuclear security, Air Provost, combat arms and force protection concepts, tactics, techniques and procedures that direct effective execution education and training programs at all levels to include Headquarters Air Force; manage and direct multi-disciplinary project teams comprised of functional, technical and instructional professionals. Review and implement planning, programming, budget and execution (PPBE) requirements, policies, and detailed instructions necessary to implement, manage and evaluate Security Forces education, training and force development and career progression programs.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of required and commonly applied security (physical, personnel, industrial, information and operational), law enforcement, nuclear security, Air Provost, combat arms and force protection concepts, tactics, techniques and procedures that direct effective execution education and training programs at unit, base, MAJCOM and Headquarters Air Force levels to analyze requirements and resolve well-defined questions regarding effective education, training and force development programs. Knowledge of DoD and AF policies, instructional design practices, theory, evaluation procedures and documentation necessary for the most efficient and effective management of security forces career progression requirements and education and training programs.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
4. Ability to communicate effectively, both orally and in writing within and outside the organization, with program managers, commanders, high-ranking government officials and representatives of industry and academia and ability to work harmoniously with all levels of personnel within and outside the component. Must possess skill in preparing high quality written technical reports and in communicating orally to work out solutions to problems and to present project results.
5. Knowledge of planning, programming, budget and execution (PPBE) requirements, policies, and detailed instructions necessary to implement, manage and evaluate Security Forces education, training and force development and career progression programs. Knowledge of overall USAF security forces missions, functions, and structure.
6. Ability to validate and assess training requirements, establish program and organizational objectives, monitor progress, assess achievements, analyze problems and develop timely, economical and innovative education and training program solutions. Ability to manage and direct multi-disciplinary project teams comprised of functional, technical and instructional professionals.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
