The primary purpose of this position is to serve as first level supervisor, planning, directing, organizing, and exercising control over nonsupervisory employees assigned to various organizations and directorates, provide expert guidance and to HQ Air Force, Air Force Installation and Mission Support Center.
Duties
1. Plans, organizes, and directs the activities of Requirements Division, ensuring that existing and future Air Force Security Forces Mission Support Plans and MAJCOM Mission Area and Mission Support Plans to identify career-field deficiencies complies with legal and regulatory requirements and meets customer needs.
2. Exercises supervisory personnel management responsibilities.
3. Represents Air Force Security Forces Center with a variety of installation and functional area organizations.
4. Oversees the management, operation and support functions, including programming, budgeting, funding, and publication of standards and military specifications, and design and performance criteria for research and engineering of exterior physical security equipment (PSE), security intrusion detection systems associated with facilities, installations, bases, entry control systems, and robotics systems.

- 1 of 2: Department of Defense Security Physical Security Certification is required within 2 years of the established employee EOD or initial assignment date to this position in accordance DOD 3305.13-M, DoD Security Accreditation and Certification.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes that I have, or will have within 120 days of closing of this announcement, 1 year of specialized experience that is at the next lower grade (GS-13) or equivalent in other pay systems. Specialized experience is the ability to act as the 1st level supervisor while developing, directing and planning oversight of nonsupervisory employees; execution, implementation of the security and oversight program and other applicable laws, regulations, principles, procedures, practices, techniques, and requirements regarding physical security; providing functional management of technology and the ability to assess emerging technologies and identify deficiencies. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive working knowledge of the organizational missions and interrelationships of the AF, COCOMs, MAJCOMs, AFIMSC, ANG, AFRC and Defense Agencies as related to AT/FP operations and plans. Knowledge of JCS exercise planning and the employment of security forces units and individuals in major JCS exercises.
2. Knowledge of systems and procedures in Air Force and DoD planning, programming and budgeting systems. DoD Acquisition Instructions and CJCS Directives on Joint Capabilities Integration and Development System. Comprehensive working knowledge of the DoD and AF requirements, testing and acquisition processes.
3. Extensive knowledge of DoD and Air Force Physical Security Programs, directives, and the deployment and employment of security aids and sensor systems. Comprehensive knowledge of force protection and security equipment, devices, procedures, and systems.
4. Exceptional capability to evaluate new technology in physical security equipment and other equipment designed for security force protection in spectrum of military operational environments.
5. Exceptional capability to communicate both orally and in writing and to brief Air Staff and other DoD personnel.
6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
7. Knowledge of safety and security regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
