The primary purpose of this position is to serve as the 16 AF Senior Government Special Access Program (SAP) Security Officer (GSSO) to protect the 16 AF/AP Special Mission Enterprise from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information or material considered vital to enterprise and enterprise mission interests, national defense or national security.
Duties
DUTY 1: Establishes and oversees the Information Security Program protecting the Special Mission Enterprise from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information or material considered vital to enterprise mission interests, national defense or national security.
DUTY 2: Directs the SAP personnel security program to ensure secure accomplishment of Special Mission Enterprise missions, goals and objectives through proactive application of security principles, policies, and practices.
DUTY 3: Provides Special Mission Enterprise and subordinate organizations worldwide with authoritative guidance on aspects concerning physical security programs for the protection of classified national security information, including SAP, Sensitive Compartmented Information (SCI) and collateral information.
DUTY 4: Manages the Industrial Security Program.
DUTY 5: Exercises supervisory personnel management responsibilities.
Requirements

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). Clearance for Special Access Programs must be obtained.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of advanced concepts, principles and practices in SAP, SCI and collateral security administration and intelligence operations, and advanced skill in applying this knowledge to difficult and complex work assignments. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a comprehensive range of advanced concepts, principles, criteria, requirements, technology, and practices involved in security.
2. Knowledge of security program interrelationships to coordinate the objectives and plans of two or more specialized programs to support and promote information sharing and strategies.
3. Comprehensive and broad knowledge of agency, AF, DoD, and security program laws, regulations, policies, guidelines, requirements, and initiatives to assist in operating an organization's security program.
4. Skill to interpret a variety of security program laws, directives, regulations, and guidance to assist subordinate organizations in establishing and operating internal security programs.
5. Skill in the use of analytical principles, practices, and techniques to review, evaluate, and apply several alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations.
6. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.
7. Ability to plan, organize, and direct the functions and staff of a small organization and establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

CONDITIONS OF EMPLOYMENT CONTINUED:
Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Program Integration Professional Certification (SPIPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
