The primary purpose of this position is to serve as the Deputy and Technical Director for Air Force Security Forces Center (AFSFC), a Primary Subordinate Unit (PSU) of the AF Installations and Mission Support Center (AFIMSC).

Duties

1. Serves the role of Technical Director to the Commander 2. Serves as the Deputy and Senior Civilian Security Functional in the exercise of supervisory personnel management responsibilities 3. Participates in special projects and initiatives and performs special assignments 4. Represents the PSU with a variety of installation, functional area organizations and agency programs 5. Prepares and presents high level briefings as the AFIMSC Senior Civilian Functional Lead. Many briefings are highly subjective and not readily susceptible to verification and actual operations situations are encountered

  • 1 of 2: Department of Defense Physical Security Certification (PSC) is required within 2 years of the established employee EOD or initial assignment date to this position.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Group Coverage Qualification Standard for Administrative and Management Positions.. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes that I will have within 120 days of this announcement closing 1-year specialized experience at the next lower grade of a GS-14 or equivalent in other pay systems. Specialized experience include of a wide range of security disciplines, concepts, principles, practices and requirements applicable to the joint and mission support planning and programming resources to execute base defense missions including nuclear and non-nuclear weapon system security, physical security, sUAS, counter-sUAS, combat arms, law enforcement, antiterrorism, resource protection and corrections. NOTE: Your resume must support your response. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery knowledge of Logistics, Equipping and Security requirements and their factors and consideration, analysis of same, regulations and law, determination of improvement options, and related policy and guidance. 2. Mastery knowledge of planning, programming, and budgeting cycles; financial systems and restrictions on expenditure of funds; and standard contracting regulations, practices, and procedures. 3. Ability to plan, organize and direct the functions of, and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to plan, organize, develop studies, or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial Air Force resources, require extensive changes in established concepts and procedures, or may be in conflict with previous programming actions. 5. Expert knowledge of the organization, programs, missions, and functions of the DoD/Air Force organizations, the Air Staff, and the Air Force Capability Planning Process. Knowledge of JCIDS and the Planning, Programming, Budgeting, and Execution (PPBE) process. Knowledge of the Capabilities Review and Risk Assessment (CRRA) process. 6. Ability to communicate effectively, both orally and in writing in order to articulate and advocate Air Force positions with respect to Force Protection, CONOPS and required capabilities, direct staff studies for GO review and facilitate the condensing of extremely technical input into layman's terms without altering basic content. 7. Expert knowledge of safety and security regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
