The primary purpose of this position is to serve as the Senior Technical Advisor for the Air Force Security Center provide expert guidance and comprehensive advice by interpreting higher strategy in order to produce Force Protection (FP) concepts, scenarios and tactical capabilities designed to inform acquisitions, research and development, tactics, and equipping.
Duties
Responsible for conducting long-term planning, workload management, offers functional/technical advice/guidance, and provides continuity of effort for the Force Protection Planning and Integration Directorate.
Develops, interprets, coordinates, and implements USAF Force Protection policies and procedures to provide planning, programming, and budget guidance to advocate resources (dollars, equipment, and manpower) for the USAF.
Establishes and incorporates Security Forces and Force Protection operational concepts and standards into USAF level CONOPS, plans, programs, and procedures. Conducts, sponsors, and evaluates operational research, studies, analysis, and testing in order to establish USAF Security Forces and Force Protection operational standards.
Represent the concerns of the Air Force at senior strategic meetings and conferences.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have, or within 120 days will have, at least one (1) year of specialized experience equivalent to at least the next lower grade, GS-13 or equivalent under other pay systems. Specialized experience includes: developing business and transformation strategy in alignment with Strategic Plans and higher Agency strategy, perform key decision-making and policy-developing responsibilities in assignments such as planning for significantly new or far-reaching security program requirements, or leading or participating as a technical expert in interagency study groups for resolving problems in existing security systems and programs requiring innovative solutions; advises subject-matter managers on new developments and advances in security techniques in the specialty area; planning, organizing, and directing studies to develop long range (e.g., 5-10 years) studies and forecasts; recommending methods for enhancing efficiency of security systems through modifications and applications of evolving technology; evaluating and making recommendations concerning overall plans and proposals for major agency and interagency security projects; and implementing national level guidance in agency standards, guidelines, or policies for major security programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of a wide range of security specialties, concepts, principals, criteria, requirements, technology, and practices to independently manage assigned program areas.
2. Comprehensive knowledge of applicable security manuals, instructions, regulations, directives, executive orders, and laws.
3. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security programs.
4. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
5. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
