The position is located at a Department of Veteran Affairs (VA) medical facility. The purpose of the position is to direct and perform all administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, file/document control, logistics, and a variety of related administrative matters in support of the VISN 19 Strategic Business Unit (SBU).
Duties
Duties include, but are not limited to:
Advises management officials, supervisors, and employees on the interpretation and application of a variety of human resources policies, practices, and procedures including staffing, classification, employee relations, benefits, and related areas.
Manages the administrative matters relating to ongoing, daily successful operation of the Service.
Participates collaboratively in developing strategies for the service to meet its goals and mandates in efficient and effective ways.
Directs the personnel management program for the SBU HRM office, performing or overseeing the full range of human resources requirements.
Acts as the liaison with the human resources office concerning personnel-related matters.
Performs duties as purchase card holder to include procurement and contracting administrative functions for VISN 19 HRM SBU respective location.
Manages contracting and procurement for small procurements.
Initiates and prepares contracts to secure adequate resources to facilitate operation to include determining appropriate cost, performing costs analyses, soliciting bids, writing sole source justification
Provides advice to management and program personnel on budgetary and finance issues.
Maintains budget to fund control points.
Perform other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/10/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.You may qualify based on your experience and/or education as described below
Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: General knowledge of a full range of functional areas human resources, purchasing, supply and property management, records management, financial management and budget, and related administrative areas in order to ensure compliance with established policies, practices, procedures and controls. General knowledge of management analysis principles and concepts. Experience in applying new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork. Works in a team to provide general administrative support related to office supplies, and office property. Recommends ways to improve the effectiveness, efficiency, and timeliness of work operations. Skill in Microsoft Office products to include, Word, Excel, and Visio.

Master's degree or equivalent graduate degree, or
2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. OR
Combination: Applicants may also combine education and experience to qualify at this level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-09 and GS-11.

Extensive knowledge of management analysis principles and concepts; a thorough knowledge of the VISN/medical facility mission, functions, goals and objectives; organizational structure and individual program responsibilities; and relationships with agency organizations to conduct studies and evaluations regarding VISN/medical facility operations and activities.
