The Administrative Officer (AO) for Pathology and Laboratory Medicine Service (PLMS) serves as full assistant to the Service Chief and reports to the Health System Specialist (HSS) for the Chief of Staff's (COS) Office. As such (s)he is responsible for all administrative functions within PLMS at Oklahoma VA Healthcare Care System (OKCVAHCS) and will represent the Service Chief when so designated.

Duties

As the Administrative Officer the incumbent will prepare or supervise the preparation of all service and appropriate reports; provides oversight to all non-clinical staff and provides input on administrative issues for clinical staff; point of contact on all credentialing and Human Resources (HR) issues and the ADP coordinator and Contracting Officer's Representative (COR); performs or assists other officers with a variety of management functions in support of the unit's mission. The AO directly oversees administrative support staff assigned to the section. These responsibilities include, but not limited to fiscal, budgeting, staffing, accreditation compliance, quality improvement, safety, supply management and service point of contact. Additionally (s)he serves as liaison and is responsible to top management on administrative matters concerning the Pathology and Laboratory Medicine Service. Major Duties & Responsibilities Managing the Service budget in this highly affiliated medical-education complex that includes patient care, research, education, and general post funds. Maintaining, coordinating, and integrating a system of staff services designed to provide effective managerial control over Service resource utilization. Responsible for Service budget forecasting, planning, and allocation of resources, accounting, and financial reporting. Works with the Service Chief to identify the Service budget needs and negotiates with management to arrive at appropriate funding levels that make the most effective use of resources in accomplishing the Service needs and those of the Oklahoma City VA Healthcare System. Analyzes actual expenses as compared to the budget plan and projections to indicate needed adjustments. Provides technical and administrative supervision and direction to (2) Program Specialists GS-0301-09; (2) Administrative Support Assistants GS-0303-07; (1) Secretary GS-0318-06; and (1) Time and Leave Clerk GS-0544-05. Responsibility with the Service Chief for managing and directing the recruitment, orientation, and retention of staff to meet effective staffing levels for the Service. Develops and coordinates the implementation of internal policies and programs relating to equal employment, merit promotion, position management, and employee relations and ensures support for these programs for program managers, team leaders, and subordinate mangers. Responsible for the execution of the HR administrative management responsibilities related to the accomplishment of the mission. Provides recommendation, information, and/or guidance to staff on basic procedural, policy and/or regulatory requirements related to HR such as Staffing, Classification, Benefits, Awards, Employee and Labor Relations (ER/LR). Responsible for oversight of all competency folders in the department and making sure supervisors and or Chiefs have the information necessary to provide performance appraisals/FPPE/OPPE to their employees and do so in a timely manner. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: Two (2) years of supervisory experience managing a clinical service. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: supervisory experience managing a clinical service, customer service, Personnel and Human Resources, administration and management, financial management. You will be rated on the following Competencies for this position: Administration and ManagementCustomer Service (Clerical/Technical)Financial ManagementPerformance ManagementPersonnel and Human Resources Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
