Incumbent acts in full capacity to the Chief of Education, having primary responsibility for the planning, development, and direction of the Education program and advising the Chief of Education on VA and regulatory agency policies and procedures. Incumbent shares a full, joint management responsibility, with Chief and Assistant Chief of Education, in the administration of the Education programs.
Duties
Major duties of this position include but are not limited to:
Conducts projects and coordinates activities assigned by the Chief or Assistant Chief of Education and initiates projects independently without being directed to do so.
Serves as a logistics advisor for the service; advising, facilitating, and making recommendations on matters concerning procurement of equipment, supplies and services as well as inventory control for the Service.
Makes arrangements for meetings and conferences. To include gathering required documents and taking minutes for committee meetings.
The ability to reviews and analyze memorandums, regulations, and policy statements issued by VA, VHA, VISN 19, and VAOKCHCS. As well as direct the implementation of revised policies and procedures, ensuring compliance with the directives.
Facilitate short and long term plans for the accomplishment of Medical Administration Services' goals and objectives.
Subject Matter Expert in Human Resource processes and actions. Including providing guidelines on such issues as leave administration, disciplinary actions, recruitment and placement, position management, position classification, and continuing educational activities.
Write position descriptions, functional statements, and develop performance standards.
The ability to pull data from various sources to include; Data Warehouse, SAIL, VSSC, MCAO, SHEP, etc.
Serves as a backup timekeeper for all services T&L's.
The ability to obtain and sustain a purchase card.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2024.
Time-in-Grade Requirement- Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For this vacancy, applicants must have held grade GS-09 or higher for at least one year to be eligible for the GS-11 grade level of this position. The grade must have been held in the Federal service but may have been in any occupation. Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you should provide an additional SF-50 to clearly demonstrate one year time-in-grade.
You may qualify based on your experience as described below:
Specialize Experience: You must have at least one (1) full year of specialized experience equivalent to the GS-11 level in the Federal Service that has equipped me with the knowledge, skills, and abilities to Serves as a technical advisor to senior facility leadership providing guidance, recommendations and monitoring in the implementation, management, and evaluation of Education programs and ensuring that the programs meet required standards and/or criteria. Conducts special studies and analysis, including feasibility studies, cost/benefit analysis, etc. and submits findings, results, and recommendations in a timely, concise, and accurate manner; Serve as a lead or co-lead on OKCVAHCS committees, teams, and/or workgroups, facilitates meetings, coordinates meetings and projects, and analyzes and summarizes data appropriately; Develops databases that support benchmarking of data, including financial data, patient populations and workload data; Coordinates and disseminates data, special projects, and other information pertaining to relevant program responsibilities with medical center staff for review and/or action. Works closely with the facility to correct discrepancies and work through the identified areas of risk.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Requires successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related.

NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of the position (Transcript Required).
