This position is located in the Workforce Management & Consulting's HR Development Office. Incumbent serves as an Administrative Officer to the Director of Human Resources Development (HRD), with the primary responsibility for day-to-day planning & operations to carry out all administrative activities that include budget and finance, management and program analysis, office support services, document control, logistics & a variety of related administrative matters in support of a program office.
Duties
Work will support the various sections within WMC's HR Development. The worksite is the WMC Workforce Management and Consulting professional space, in Oklahoma City.
Major Duties Include:
Oversees variety of admin programs, including records management, publication and forms management and timesheets
Directs/addresses appropriately admin support services inquiries, correspondence and actions for the area of responsibility
Researches HRD-related issues and policy related issues to assist HRD planning and overall organization
Ensures that procedures meet the needs of the service and are consistently understood and followed by the staff
Decides how to proceed in planning, organizing and conducting work assignments that are complicated by conflicting goals
Plans and executes communication plans promoting participation in and compliance with HRD programs
Reviews and evaluates completed staff actions (memos, reports, studies, fact sheets, information papers) for quality
Analyzes management plans to determine the impact on administrative processes.
Performs budget execution & Supply functions to ensure that expenditures are consistent with budget formulation plans
Work Schedule: Monday- Friday, 8:00 a.m.-4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience working closely with Human Resource to provide effective project and program interface between the HR Community, HR Leaders and VHA customers; tracking suspense items, budget items, and managing staffing-related item (ex. managing on-boarding tasks for multiple FTE, tracking status of equipment ordering, delivery and receipt for a busy team); skill in organizing information for reporting purposes. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree, or LL.M., with courses related to the duties of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond two years of graduate level education. For example: An applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position.

Ability to convey instructions and to organize thoughts clearly and logically, both orally and in writing
Working knowledge: MS Word, MS Excel, SharePoint, MS PowerPoint to process data, generate reports, and presentations
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
