Duties

You will adjust plans and operations to account for shortfalls in budget, manpower, or other resources. You will determine objectives in alignment with established strategic goals. You will advise managers on organizational changes, manpower, and vacancy status. You will serve as a technical expert on manpower, human resources, and administrative issues for an organization. You will analyze program requirements to determine manpower or resource needs. You will adjust plans and operations to account for shortfalls in budget, manpower, or other resources. You will direct the scheduling and assignment of future work for long-range planning functions (e.g., facilities, manpower, material). You will discuss corrective actions with personnel. You will present oral reports and reviews associated with on-going issues, actions, concerns and provide recommendations for solutions.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management
  • Relocation expenses (i.e. PCS) may be authorized in accordance with applicable travel regulations.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-09: To qualify for the Marine Placement Specialist, GS-0301-09 position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing Civilian Marine Personnel Instructions (CMPI) regarding assignments, experience, and/or other Mariner requirements (Marine licensing processes, Marine position requirements) Experience using Human Resource Management System (HRMS). Experience handling shipboard manning requirements. Experience coordinating and planning out assignments and reliefs of mariners. Experience using workforce development on vessels. Experience performing mariner personnel actions and/or regulation (special pay, transfers, reassignments, security, compensation, leave without pay, disciplinary actions, and personnel under Enforced Leave, etc.) Experience administering and properly accounting for employee time and attendance (travel, leave/unauthorized absence, in training, or return to duty). Experience directing travel (planning, coordinating, en-route requirements, schedules, coast, etc.). GS-07: To qualify for the Marine Placement Specialist, GS-0301-07 position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience assisting in providing placement services to mariner workforce. Experience planning out assignments and reliefs for mariners. Experience handling shipboard manning requirements. Experience applying civilian personnel leave and attendance regulations, policies, and procedures to administer leave. Experience analyzing and measuring the effectiveness, efficiency and productivity of a commands career development plan. Experience preparing development plans and projects, briefs and staff reports. Experience gathering, interpreting, analyzing, and correlating large amounts of narrative and statistical information about organizational functions, workload, and productivity. Experience utilizing a variety of computer programs and applications to gather data and/or produce reports. Education

Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

GS-9:
  • Successful completion of a master's or equivalent graduate degree
OR
  • Successful completion of two full years of progressively higher-level graduate education leading to a master's degree

OR

  • Possession of an LL.B. or J.D. that is related to this position being filled.

GS-07:
  • Successful completion of1 full year of graduate level education

OR

  • Successful achievement of superior academic achievement
