About the Position: The incumbent of this position will serve as a Knowledge Management Specialist responsible for determining knowledge management needs that result in valued-added results for MEDCoE organizations. Identifies and recommends KM solutions to include technology-enabled tools that meet business requirements. Incumbent must use KM business processes and KM technology tools to perform the full scope of support for MEDCoE so that organizations successfully implement KM principles.
Duties
Conduct knowledge management needs assessments to gather and analyze business requirements.
Provides worldwide outreach for need/issue resolution of Knowledge Management issues, interacting with customers telephonically, electronically or in person.
Develops training plans and materials for teaching the MEDCoE community how to access and use MEDCoE Knowledge Management products and services.
Prepares written strategic communications material, such as communication schedules, brochures, and web content to advance MEDCoE Knowledge Management products and services.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to be able to obtain and maintain a Secret security clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of 35% of the time.

Specialized Experience: One year of specialized experience which includes analyzing critical business processes using the Knowledge Management Process Model and recommending solutions to address performance or knowledge gaps; utilizing project management and change management models in order to take a Knowledge Management project through its life-cycle; leveraging information technology capabilities such as SharePoint web-based platforms, Content Management Plan, Blackboard, Defense Collaboration Services (DCS), and milSuite; AND preparing written strategic communications material, such as brochures, CD/DVDs, and web-content to advance Knowledge Management services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
