Duties

Serve as the expert military and civilian personnel advisor for the United States Corrections Command. Assist in the Command's mission to effectively manage military police and correctional officer, enlisted personnel, and civilian personnel. Development of Change Management Plans (CMP) for organizational realignments, transformation redesign, and Army directed restructuring. Plan, develop, and implement policies and procedures pertaining to the Commands Human Resources program. Provide direct supervision to subordinates. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluate work performance of subordinates.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the employee to undergo screening for tuberculosis prior to entry on duty and annually thereafter.
  • This position requires the employee to pass a Criminal History Background Check. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense.
  • IAW The Prison Rape Elimination Act, the MCC may not hire or promote anyone who may have contact with inmates, has engaged in sexual abuse in a prison, jail, lockup community conferment facility, juvenile facility, or other institution.
  • The incumbent of this position will comply with all provisions of the 15th MP BDE Regulation 190-3, Rules of Conduct and ACC Policy Letter #17, Standards of Conduct
  • This position requires the employee to complete the Army Corrections Command Pre-Service Training program to maintain security and control of inmates, appropriate staff/inmate interaction and understanding the rules of inmate conduct.
  • Personnel who enter the Military Corrections Complex (within or outside the fence line) consent to inspection of their person and property, including their vehicle.
  • All confinement facility personnel shall have no civilian felony convictions or court-martial convictions for any offense with a maximum authorized sentence to confinement of over one year.
  • Department of Defense Instruction, Number 1325.07 states all confinement facility personnel shall possess a high degree of maturity.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

To Qualify for the GS-13 Level: Specialized Experience: One year of specialized experience which includes (1) providing assistant with force management/change management plans by monitoring authorized strength levels and recommending changes in organizational structure (2) creating and presenting executive level briefings and (3) coordinating with outside organizations to incorporate changes in personnel authorizations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
