About the Position: Serve as senior Air Missile Defense Systems advisor to the Product Manager for analysis and establishment of the budget requirements in systems architecture to enable the transition to System of Systems approach for Program Executive Officer (PEO) managed programs.
Position is subject to a salary control point at the GS-14, step 10 base salary. If the incumbent's salary currently exceeds this level, the salary control point will be at the incumbent's existing salary.
Duties
Establishes program goals and objectives, develops resource estimates, and determines resource allocations for the organization.
Makes substantial program contributions and determines if existing programs effectively accomplish intended goals or if modifications are required to meet PEO/PM and DA goals and procedures.
Analyzes, balances, reconcile program requirements with available resources.
Maintains technical competency through constant involvement and awareness of developments in the employees’ fields of expertise and involvement.
Develops and presents convincing oral/written presentations to all levels of government and industry management.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year trial/probationary period may be required.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business-Financial Management certification within 60 months as of entrance on duty.
- Must be able to obtain and maintain a SECRET security clearance.
- This position requires temporary duty (TDY) travel up to 25% of the time.
- Financial Management Level 3 Certification required within 24 months of entry on duty.

Specialized Experience: One year of experience which includes: 1) Managing financial management programs and acquisition planning; 2) Developing and managing an internal operating budget; 3) Developing Program Objective Memorandums/long range planning; and 4) Preparing financial and programmatic reports for senior leaders.
This typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service.
