This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Perform administrative duties such as review, coordinate, and monitor implementation of policies governing the program area. Conduct audit/inspections to ensure work processes are followed and to reduce deficiencies. Assist in out briefs for various meetings or events to peers and management. Follow up on improvements to ensure that processes and cultural changes in processes and organizations are sustained. Develops information papers, briefings, and presentations; assists with implementation meetings, including contacting of key personnel, note taking and preparation of minutes Arranges for facilities and needed equipment for all meetings; updates and maintains lists for all Lean training, VSAs, and RIEs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must possess or attain Green Belt certification from the Army Lean Six Sigma Green Belt certification program or equivalent recognized certification within 24 months of being selected for this position.
  • This position has a data analytics requirement. The incumbent must meet all requirements for data analytics level 1 and level 2 certification within 24 months of being placed on the position.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes providing support for all aspects of lean initiatives, value stream analysis and rapid improvement events. Assist in the facilitation of Rapid Improvement Events (RIE) and Value Stream Analysis Events (VSA). Identifies lean/six sigma performance goals such as a defect free product, one by one process and operating at the lowest cost for the product. Assist in accomplishing special projects/studies which require field data collection, and data analysis evaluation. Make daily contact with numerous organizations, telephonically, by email and in person. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
