This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Serve as a senior Program Analyst responsible for the implementation of innovated productivity improvement tools.
Serve as consultant and technical expert on all aspects of process improvement functions including lean initiatives and Rapid Improvement Events.
Lead and facilitate formal or ad-hoc teams in the formulation, development and implementation of processes that evaluate, correct, and improve production and administrative operations under the direction of depot leadership.
Lead teams responsible for eliminating waste, reducing deficiencies, eliminating excess inventory, avoidance of in-process delays, elimination of unnecessary transportation and process bottlenecks.
Develop flow diagrams and setup production control boards as needed.
Maintain data regarding recommendations for improvements and monitors status to ensure actions are in accordance with implementation strategy and schedule.
Prepare complete technical reports, formal progress reports, and special technical/administrative correspondence.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must possess or attain Green Belt certification from the Army Lean Six Sigma Green Belt certification program or equivalent recognized certification within 24 months of being appointed to this position.
- This position has a data analytics requirement. The incumbent must meet all requirements within 24 months of being placed on the position.

Specialized Experience: One year of specialized experience which includes participates in the implementation of innovated productivity improvement tools. Independently conducts or serves as a team member in accomplishing special projects/studies which require field data collection, and data analysis evaluation. Make daily contact with numerous organizations, telephonically, by email and in person. Work involves performance of studies, special projects that address issues and programs that cross Business Units, major organizational and functional lines. Focuses on identifying process problems while documenting valid/tangible savings. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
