About the Position: The Anniston Army Depot is located in Anniston, Alabama in the foothills of the Appalachian Mountain chain halfway between Atlanta, Georgia and Birmingham, Alabama just off interstate 20. The Depot is the largest employer in Calhoun County with Approximately 4000 employees.

Duties

Prepare and update personnel reports and briefings for submission to internal key management officials, higher headquarters and other Commands. Review proposed recruit actions with a focus on organization structure, authorizations and funding sources. Prepare and present manpower reports, charts and briefings in relation to manpower management.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a data analytics requirement. The incumbent must meet all requirements for data analytics level 1 certification within 12 months of being placed on the position.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This position is eligible for regular/recurring telework.

Qualifications

This is an obligated position. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). When a position is obligated to an employee it means that he/she has entitlements to that position. In filling the obligated position, the selected employee is required to sign an agreement acknowledging that he/she is aware of the obligation and accepts the fact that he/she may be displaced under reduction in force procedures at a later time. his position may be filled by Temporary Promotion not to exceed 1 year. This Temporary Promotion may be extended up to a maximum of 5 years. It may be made Permanent without further competition. OR This position may be filled by a competitive detail not-to-exceed one (1) year. Details will be selected to serve for an initial 120-day period, which may be extended in increments of 120 days, up to one (1) year or until the employee obligated to this position returns. This detail opportunity is open to current permanent federal employees within this agency. NOTE: If you are not a current federal civilian employee within this agency, you will not be eligible for this position. PLEASE NOTE: This is a full time, detail/temporary promotion opportunity. Initial action will be not to exceed one year but may be terminated earlier or extended as needed in compliance with policy. Current Department of Army Civilian Employees In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes GS-07 grade level in the Federal service which includes knowledge in providing consultant services for a large industrial installation to varying levels of Depot management involving management of manpower requirements and authorizations, manpower utilization, mission and functions alignment and organizational policy. Performance of assigned duties requires knowledge of manpower allocation in an Army Working Capital Fund (AWCF) environment and a basic understanding of Logistics Modernization Program (LMP). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Financial ManagementManages and Organizes InformationOral CommunicationProblem SolvingTechnology Application Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
