About the Position: This position is with The Chemical Biological Center (CBC).
The Chemical Biological Center (CBC) is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project (DEMO). The pay band DE-04 is equal to the former GS-14 step 01 through GS-15 step 10.
Duties
Serve as a program manager responsible for developing, planning, coordinating and executing operations, program and initiatives in support of the organization.
Develop short/ long range plans with responsibility for formulating, guiding and directing the technical approach in support of chemical and biological agent projects.
Serve as a technical expert responsible for planning, directing, and coordinating the work of professional and technical personnel engaged in projects related to efforts to eliminate domestic and foreign Chemical/Biological Warfare Material (CBWM).
Oversee cost estimating, planning, programming, budgeting, program integration, interoperability, and oversight.
Manage domestic and international technology transfer activities of the Organization including establishing cooperative R/D, the development of agreements to include OGA, Industry, Foreign Governments as well as international agencies, such as NATO.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Top Secret security clearance required.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to Program Management, Practitioner Career Level II Certification within 5 years.
- Business travel (TDY) required up to 25% of the time.
- Position requires certification in the Chemical Personnel Reliability (CPRP) and/or Biological Personnel Reliability (BPRP), IAQ AR 50-6 and/or AR 50-1 and which requires random drug testing and medical evaluation IAW AR 50-6 and/or AR 50-1.
- One year probationary period may be required if not previously served.

Specialized Experience: One year of specialized experience which includes 1) Managing various product teams and/or service teams engaged in research investigations/studies in support of chemical biological weapons elimination; 2) Serving as a liaison between internal and external customers; 3) Managing procedures and practices in accordance with DOD acquisition and life cycle management policies, procedures, and practices.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-03/GS-13).
