This position is located in the Office of the Executive Director, Bureau of Oceans and International Environmental and Scientific Affairs (OES/EX). The mission of OES is to provide American leadership, diplomacy, and scientific cooperation to conserve and protect the global environment, ocean, and space for the prosperity, peace, and security of this and future generations. The EX Office also supports the Bureau of Democracy, Human Rights, and Labor (DRL).
Duties
Responsible for reviewing, coordinating, tasking and monitoring all programs, initiatives and projects that require the section’s financial and budget attention.
Formulates financial plans and ensures correct recording of obligations, reconciliation with program personnel, and clear and accurate financial statements for a multitude of accounts.
Reviews and consolidates the annual budget submissions and requests for supplemental funding from the supported organizations to BP, the Office of Management and Budget (OMB) and Congress.
Assigns and evaluates work performance of subordinates. Assigns work based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Requirements

- Must be able to obtain and maintain a Secret security clearance.
- Statement of Employment & Financial Interest required prior to appointment.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience planning, formulation, and execution of multiple annual operating budgets for multiple organizations.
Experience managing the review and consolidation of the annual budget submissions and requests for supplemental funding.
There is no substitute of education for specialized experience for the GS-15 position.
