You will serve as a HUMAN RESOURCES SPECIALIST (MILITARY) in the PERSONNEL INFORMATION MANAGEMENT DEPARTMENT of NAVY PERSONNEL COMMAND.

Duties

You will serve as a subject matter expert regarding the GI Bill eligibility, application process, benefit rates, foreign programs, educational and career counseling, and other veteran, military, dependent education benefits. You will ensure enrollment and eligibility data are properly transferred so that earned entitlements can be paid to qualified active-duty members, reserve members, and veterans. You will provide interpretations and advice concerning current and changes to laws, directives, and decisions regarding federally legislated education benefit programs. You will research and respond to technical and administrative questions and concerns regarding GI Bill and other VA educational programs. You will perform administrative tasks and clerical work to include maintaining records and entering data, and a variety of other tasks.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Executing education benefit programs for Sailors and Veterans ensuring compliance with governing regulations; 2) Participating in projects involving benefits and affected personnel systems to produce qualitative data for use by departmental leadership; and 3) Implementing new human resource business processes, tracking completion, and providing reports to leadership. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

1 full year of graduate level education

or

superior academic achievement
