This position is assigned to the Nonappropriated Fund (NAF) Human Resources (HR) Branch (N941); Commander, Navy Installations Command (CNIC); Millington, TN. Incumbent serves as the Supervisory HR Specialist servicing Family Readiness Programs (N91) operations navy-wide. Incumbent is responsible for staffing/recruiting (recruitment and retention strategies); and performance management, classification guidance and policy adherence.

Duties include but are not limited to:
Provides administrative and/or technical supervision (including hiring, discipline, evaluation, and training).
Provides program assistance and advisory and consultation services to management and program officials on a wide variety of complex, interrelated issues/programs with substantial scope, complexity, and impact to the N91 operations.
Serves as HR technical expert and troubleshooter and develops innovative and effective solutions for critical issues.
Develops communication materials to explain CNIC NAF HR policies. Participates in communications sessions with managers, and/or staff to present information on subject area topics.
Serves as Subject Matter Expert providing analytical and technical HR policy guidance and advice in the areas of Staffing and Recruiting (e.g., recruiting strategies/processes, special programs, relocation/retention programs), Performance Management, and Position Classification to HR and non-HR CNIC staff (e.g., managerial, supervisory, and non-supervisory).
Performs all required duties related to recruiting (e.g., complex position analysis to determine position and skill requirements, recruiting resources, areas of consideration, short and long-term recruiting needs, working with managers and/or supervisors to prepare crediting plans).
Improves organization attractiveness by recommending new policies and practices, monitoring job offers and compensation practices, and emphasizing benefits and perks.
Develops and executes recruiting plans.
Networks for recruiting purposes through industry contacts, association memberships, trade groups, social media, and employees.
Develops and tracks goals for the recruiting and hiring process.
Coordinates and implements college recruiting initiatives.
Develops recruiting strategies in support of organizational staffing objectives. Executes recruiting strategies to deliver suitable job candidates for assigned positions.
Provides data analysis pertaining to N91 recruitment initiatives to Headquarters, Region and Installation Commands; harnessing data to drive senior leader decision making and resource determinations. Determines the kind of information needed and secures or develops data to carry out projects and assignments ensuring activities and guidance are consistent with current business practices.
Assist with management of CNIC's Talent Acquisition Recruitment Platforms and providing technical advice on administrating the platform throughout all levels of the enterprise. Provides technical SME support and troubleshooting to enterprise users on system workflows; coordinates with OPM and LinkedIn Account Managers for resolution of complex system requirements, issues, and updates as required.
Evaluates and monitors extensive recruitment data and trends for CNIC using automated talent acquisition platform and other data sources.
Requirements

A qualified candidate possesses the following:
Four or more years of specialized experience performing recruitment and placement duties, providing position management support, providing technical advice and guidance on HR related policies/regulations, and developing strategies for continuous process improvement as it pertains to Deployed Resiliency Counselors, Family Readiness Programs.
Expert knowledge of and skill in applying a wide range of HR theories, concepts, and/or practices to perform a variety of difficult and complex assignments.
Comprehensive knowledge of FFR functions, organizations, policies, resources, and analytical and evaluative processes.
Knowledge of research methodology, information retrieval, and data organization for analysis, decision making, and formulation of recommendations.
Knowledge of the organization, structure, and operation methods of the Department of Defense (DoD) and the U.S. Navy and the policy structure within which it operates.
Knowledge of CNIC organizational structure and mission(s) of organizations serviced to perform the full range of HR services.
Knowledge of HR laws; and Office of Personnel Management (OPM), DoD, Department of the Navy (DON), CNIC, and various federal government HR policies, regulations, and procedures related to functionally specific areas of HR.
Ability to interpret and apply OPM classification guidelines and policies to assist managers and/or supervisors in developing position descriptions and determine appropriate title, series, and pay band/grade level.
Ability to identify and determine position and skill requirements to create crediting plans to use in applicant qualification process.
Ability to analyze resource requirements to identify key positions/competencies and develop training plans/developmental assignments for use with management development programs and/or intern programs.
Skill in the use of a Human Resources Information System (e.g., SAPHR, Defense Civilian Personnel Data System).
Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
Ability to analyze and prepare clear, concise, and technically sound reports.
Ability to develop and effectively deliver presentations and/or training to specific subject areas.
Ability to communicate effectively both orally and in writing.
Ability to perform the full-range of supervisory duties.
Ability to demonstrate effective interpersonal communication and leadership skills to facilitate and organize a collaborative and cohesive team.
