You will serve as a SUPV HUMAN RESOURCES SPECIALIST in the PAYROLL OFFICE of BUREAU OF NAVAL PERSONNEL.

Duties

You will supervise and evaluate Payroll Programs (e.g., Leave Admin, Time/Attendance, Workers? Comp., Drug Free Workplace, Awards, etc.) You will develop policies and procedures related to payroll processing and customer service representative responsibilities, and coordinate dissemination of policy changes and updates. You will provide advice and assistance to senior leaders and personnel on general and specialized aspects of civilian personnel programs. You will interface with DFAS on all payroll operations (pay, accounting, and data discrepancies). You will assure civilian personnel data is maintained according to policy. You will plan work of subordinates, develop performance standards, interview candidates for positions and resolve complaints from employees.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Evaluating civilian payroll/benefit programs (e.g., Pay, leave, injury compensation, workers Compensation, work schedules. etc.) to determine solutions to routine and non-routine issues; 2) Applying knowledge of the Defense Civilian Payroll System (DCPS) and Standard Labor Data Collection and Distribution Application (SLDCADA) to identify, analyze and resolve substantive time and attendance and payroll processing problems; 3) Developing standard operating procedures (SOPs), information sheets and briefings to exchange Human Resource (HR) program related information, and resolve issues; and 4) Training and tracking work of HR personnel to ensure accuracy of data, timeliness of assignments and regulatory compliance.
