You will serve as a Human Resources Specialist in the Human Resources (HR) and Manpower Office of the Bureau of Naval Personnel.

Duties

You will provide advice to management on civilian position management, staffing and civilian personnel programs and policy development. You will develop solutions and recommendations on complex issues for program improvement. You will apply laws, regulations, executive orders, court decisions and/or other issues related to civilian HR management. You will analyze and identify civilian HR-related issues and recommend corrective action. You will ensure command activities comply with applicable regulations, laws, and policies pertaining to civilian HR. You will plan and develop long-range civilian HR programs/plans. You will monitor civilian HR programs implementation and administration to ensure compliance with established policies, regulations, and practices. You will compile statistical and narrative data used to evaluate programs and recommend corrective action/improvements where indicated.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel occasional from normal duty station. You must be able to travel on military and commercial aircraft.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Providing authoritative interpretation and instructions on Federal civilian human resources laws, regulations, policies and procedures, and develops guidance; 2) Leading Federal civilian human resources team members on special projects or comprehensive studies to identify problems or operating issues; 3) Recommending changes to established civilian human resources procedures and practices to resolve recurring problems; and 4) Serving as staff action officer and providing administrative oversight for special programs.
