The mission of the Pentagon Force Protection Agency (PFPA) is to provide force protection, security, and law enforcement to safeguard personnel, facilities, infrastructure, and other resources for the Pentagon Reservation and designated DoD facilities (hereinafter referred to as "the Pentagon Facilities") within the National Capital Region (NCR).
Duties
This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 9905 of 5 U.S.C, as amended by P.L. 116-92, SEC 1109 and further amended by P.L. 116-283, SEC 1117

Incumbents typical work assignments may include the following:
Review and approves all budget execution requests submitted through the financial system of record. Evaluates the accuracy and validity of POM submissions against current year requests, and obligations.
Develop spend plan & phasing plan. Reviews impact statements, white papers, etc. for additional or reprogramming of funding.
Issue funding by appropriations within authorized amounts ensuring program and administrative purposes (to include Purpose, Time, and Amount) (Bona Fide Need Rule) are met.
Supports the development and submission of the POM in order to ensure linkage with the budget.
Analyzes financial and budgetary relationships to develop recommendations for financial and/or budgetary actions under uncertainly due to short rapidly changing program financial/budgetary deadlines and objectives.

- May be required to successfully complete a probationary/trial period

- The incumbent must be able to obtain and maintain a Top Secret security clearance. A Special Background Investigation (SBI) is
required with favorable adjudication by a determining authority
- This position requires incumbent to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.
- Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program (DFMCP)," this position requires a Level 3 Certification under the DoD Financial Management (FM) Certification Program.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to.
(1) demonstrate knowledge of the fiscal and appropriation guidelines and directives of a Department or Agency level, Office of Management and Budget (OMB) Budget Circulars, Executives Orders and, Congressional legislation to advise and recommend solutions to senior management and implement internal appropriation management policies and procedures;
(2) demonstrate knowledge of the federal budget process in order to assist senior analysts with the Program Objective Memorandum (POM), Future Years Plan, and respond to financial data calls;
(3) demonstrate knowledge of appropriation or fiscal law in order to interpret and analyze reports and data.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
