This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as International Programs Management Specialist in the Assistant Program Executive Office International (APEO-I), PEO Aviation. Coordinates Foreign Military Sales (FMS) activities across seven International Product Offices (IPOs) within PEO Aviation.
Duties
Manage proactive international program plans, including identifying and prioritizing potential customers.
Serve as the principal interface with the Security Assistance Management community concerning the status of ongoing projects that have an impact on the program.
Clear requests for visits of foreign nationals to U.S. contractor and government facilities through the Department of the Army Chief of Staff for Intelligence.
Supports IPOs by reviewing and interpreting FMS policy, providing FMS Case development and execution expertise and coordinating products to support senior leader engagements across the Security Assistance Enterprise (SAE).
Represents PEO Aviation at strategic bi-lateral engagements with senior leadership across the SAE and FMS Partner Nations.
Serves as a common interface between PEO Aviation and the SAE community to ensure PEO Aviation messaging, objectives, and goals are consistent and adhere to PEO Aviation policy and guidelines.
Requirements

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Advanced Level in the Acquisition Career Field Program Management within 48 months of entrance on duty.
- Business travel required up to 30% of the time.
- Employee must be able to obtain and maintain a Secret security clearance.

You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience is defined as: 1) Providing staff and technical management, coordination, and oversight for International Program accomplishments; 2) Advising Senior Officials on matters related to international programs, including FMS, developing project agreements; and 3) Applying Acquisition and International Regulations and Policies to plan and manage the contract development process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.
