The primary purpose of this position is to serve as an Air Force Office of Special Investigations, Investigation Specialist Subject Matter Expert (SME) responsible for analysis, review, and assessment for all Air Force Cases. Investigative expert will advise field special agents on the operation of case investigations.

Duties

As an Investigation Specialist Subject Matter Expert (SME), independently plans, organizes, and conducts extremely difficult and complex criminal investigations. Develops criminal investigative reports upon completion of each assignment for use in facilitating determination of appropriate actions and final decisions. Coordinates Missing and Endangered Airmen and Deserters and other criminal investigative activity with other federal, state, and local law enforcement agencies such as the Federal Bureau of Investigation (FBI), US Army Criminal Investigation Command (USACIDC), Naval Criminal Investigative Service (NCIS), Defense Criminal Investigative Service (DCIS), US Attorney, or foreign governments on matters related to criminal investigations. Provides expert technical advice, guidance, and recommendations to senior DOD and AF management, investigative personnel, attorneys, and other interested parties on Missing and Endangered Airmen and Deserters and other criminal investigative matters.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/ vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

  • The work may require such frequent and recurring surveillance requiring the incumbent to remain in one location for many hours without relief. The incumbent often conducts criminal and/or Missing Endangered Airmen, and (con't)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Inspection Investigation Enforcement and Compliance Series 1801 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of Missing and Endangered Airmen and Deserters investigation and law enforcement techniques and the relevant legal framework to interpret the laws and/or regulations in areas where accepted methods and principles are questioned or challenged and make recommendations which change the interpretation of laws. Expert knowledge of rules of evidence, criminal procedures, and court decisions concerning admissibility of evidence, constitutional rights, search and seizure, apprehension, and detention of suspects and related criminal investigative and law enforcement matters. Knowledge of the relationships between federal agencies and the need for coordination with them or with other governmental jurisdictions that have an interest in a particular type of criminal case such as Missing and Endangered Airmen and Deserters. Knowledge of criminal investigative aids such as computer applications, video and audio technical support, forensic sciences, and polygraph. Knowledge of the steps used to conduct thorough, complete, and objective criminal investigations and report facts accurately in a logical, concise, and comprehensive manner. Knowledge of process used to recruit and utilize informants. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of the functions of military law enforcement and Inspector General and functional interrelationships among command missions, programs, systems, procedures, and activities; plus the regulatory framework in which they operate, to develop and implement command-wide policies, programs, and procedures, and develop strategies for handling varied complex issues on cold cases, joint cold cases and previously unresolved allegations against senior officials for fraud or other criminal activities. Expert knowledge of investigative techniques, principles, and procedures to direct or conduct investigations of allegations of fraud, waste, and abuse or other complaints of wrongdoing or inappropriate behavior on the part of Federal activities. Skill in planning and conducting interviews, inspections, and investigations. Ability to plan, organize, and direct the activities and staff of a small to large sized organization. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
