Duties
You will process funding execution documents using appropriate financial management systems. Reviews, monitors, and reports on financial status of programs to execute funds in accordance with panning documents and regulatory guidance/policies.
You will review execution documents/reports using available financial management systems.
You will monitor obligations and expenditures, ensuring financial accounts are balanced against plans and established benchmarks.
You will perform or advises on work in any of the phases or systems of budget administration. The work is concerned with the performance of functions such as: formulation of budget and estimates to support plans, programs, and activities.
You will Work includes analyzing and recommending costs and benefits of alternative methods of financial management of organization’s programs and administrative operations.
You will advise, assist and analyze related accounting and financial management transactions. Monitoring funds availability of expire, unexpired, and cancelling funding.
You will be responsible for prior-year record cleaning and/or data cleansing.
You will written and verbal communication with internal and external customers and stakeholders to fulfill PPBE requirements.
You will review budget justification data submitted and developed in support of budget estimates by comparison with historical documents, trend data, and program knowledge for accuracy and adequacy.
You will analyze and evaluate continual changes in program plans, objectives and funding and their effect on financial and budge programs.
You will defend budget estimates before authorities.
You will develop, determine, and interpret budgetary policies and practices. Will perform Budget Execution Validation (BEV) on monthly basis.
Requirements

- Employee must meet DoD Security Cooperation Workforce Certification requirements applicable to the duties of the position.
- This is Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines.
- Certification requirements are in DoD Instruction 1300.26. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the grade level (GS-11) or (NH-02) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
-Experience with federal planning, programming, budgeting and execution processes in order to prepare budget input and exhibits.
-Experience utilities policies, programs, organizations, functions, resources, and legislation affecting the program(s) and the organizations studied or served, and related customers, functions, resources, and users.
-Experience providing budgetary functional programs, practices and procedures to include the DoD Financial Management Regulation (FMR) and federal appropriation law.
-Experience with Foreign Military Sales (FMS), Operations and Maintenance, Navy (O&MN), and Research, Development, Test & Evaluation (RDT&E) budgets policies and procedures.
-Experience with automated travel functions and their interrelationship to other functions, to investigate complaints or errors that require reconstructing and reconciling incomplete information, conducting extensive and exhaustive searches for required information, or the performance of actions of similar complexity.
