You will serve as a Financial Management Analyst in the Financial Resources Branch, Financial Management Directorate of NAVFAC OSF.
Duties
You will administer financial management policies and procedures to meet agency goals.
You will analyze/oversee the analysis of data for various financial reports (e.g. budget formulation, budget execution, accounting, audit readiness).
You will compile/oversee the compilation of financial or budgetary information to prepare reports.
You will draft briefs of financial management policies, procedures, and issues for senior managers.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Serving as the primary point of contact to execute budget in a timely and accurate manner and ensure all funds are obligated in accordance with all laws, policy and guidance; 2) Coordinating with Echelon II, III, and IV activities and ensuring timelines and accuracy on budget execution data calls and deliverables; 3) Assisting Supervisor/Lead in formulating all Budget Obligation Phasing plan and execution reports in particular Civilian Payroll and Labor execution; 4) Monitoring actual cost verses planned cost to prevent possible violations; 5) Utilizing automated systems to review and adjust execution plans, e.g. FIS, STARS-FL, SABRS, SLDCADA, DCPS; and 6) Preparing briefs, metrics, and reports for senior managers on execution, cost analysis and other key fiscal issues.
