You will serve as a Supervisory Intelligence Specialist at the GG-14 grade level within NIA-N3, responsible for overseeing operations, planning, organizing, managing and leading coordination for collection operations across the service for civilian and military personnel and ensuring personnel apply tactics and techniques in all environments in response to Navy Intelligence requirements.
Duties
You will develop the scope, objectives, priorities, and deadlines of all work to be executed.
You will establish oversight mechanisms for service collection and conduct inspections and reviews to ensure compliance with DoD and Navy policy and objectives.
You will outline measures of success in collection programs and oversee periodic updates to seniors.
You will identify areas requiring additional policy guidance and develop, coordinate and recommend solutions to NIA-N3 and to subordinate collection elements across the service.
You will provide authoritative advice and guidance on relevant policy and operational directives.
You will present, coordinate and defend Navy's position and wins support for the programs within the Intelligence Community and federal law enforcement channels.
You will maintain awareness of validated strategic/operational Navy requirements, as well as current events in assigned AOR, foreign/defense policy, military, and national security issues that impact Navy service collection operations
You will track and review travel and associated activities conducted by or on behalf of the Navy Service collection activities
You will manage employee performance, hire/select employees, discipline and resolve employee complaints, supporti the development of employees, and ensure the technical quality and timeliness of the work produced by employees.
You will keep higher level supervisors informed of administrative, budget, and personnel matters.
You will represent Navy Service collection equities at meetings, forums, committees and working groups as directed by NIA.
You will present programmatic and operational briefings to senior Navy and IC personnel to include regularly briefing senior Navy oversight boards concerning sensitive programs.
You will work with multiple government agencies, to include the Intelligence Community, on HUMINT and collection issues.
You will provide expert insight with IC and DoD policy, laws and guiding directives as related to full spectrum HUMINT.
You will develops and maintain strategic HUMINT relationships.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This position may require a Poly-graph examination.
- This position may require a 2-year DCIPS Trial Period.
- PPP applicants must currently hold the required security clearance.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as:
Overseeing, planning, organizing, managing and leading HUMINT collection operation coordination for civilian and military personnel.
Ensuring personnel correctly apply HUMINT intelligence policy and directives in response to agency intelligence requirements.
Identifying and developing areas requiring additional intelligence policy guidance across the service/organization.
Providing authoritative advice and guidance on relevant policy and operations directives.
