The primary purpose of this position is to maintain and apply broad-based technical and functional expertise to address personally and apply/guide the team's subject matter expert (SME) assets to manage the wide range of issues referred to DCISE Mission Support for action.

Duties

As the Command's senior SME fully dedicated to the functions and programs assigned to DCISE Mission Support for action, the incumbent is charged with leading enterprise-level efforts to define objectives and priorities for these activities. As the Command's senior SME fully dedicated to the CS/IA functions and programs assigned to DCISE Mission Support for action, the incumbent assumes personal responsibility for investigating and resolving the most complex issues that arise, including those that set new precedents for the team and the program community, and those that are potentially controversial. Performs the full range of supervisory functions defined for such positions in Office of Personnel Management (OPM) guidance.

  • This position is designated special-sensitive, and the incumbent must be able to obtain and maintain Top Secret/Sensitive Compartmented Information access. A non-disclosure agreement must be signed.
  • Position designated by the Air Force as a Testing Designated Position under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions is a threat to the Air Force, national security, and public safety.
  • Incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. May be selected for random drug testing and be subject to reasonable suspicion testing and safety mishap or accident testing.
  • Information Assurance (IA) Certification is a condition of employment. This position includes IA work as a paramount duty requirement. Failure to receive the proper IA certification may result in removal from this position.
  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within 12 months of assignment of these duties. (A waiver of this 12 month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.)
  • The incumbent will be required to be available for other than normal duty hours, to include weekends, to support exercises and crisis response.
  • TDY will be required. The incumbent may be required to travel by military and/or commercial aircraft in the performance of assigned tasks.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-13 or equivalent in other pay systems. Examples of specialized experience includes: Utilizing technical expertise to advise others on the application of advanced Computer Security/Information Assurance (CS/IA) concepts, emerging methods, and technologies to aid in solving cyberspace issues and challenges; applying INFOSEC concepts and functions as well as demonstrating expertise in the selection/application of methodologies and technologies facilitating the investigation and identification of cybercrime sources which will aid in the leading/participation of functions and projects assigned; providing authoritative guidance for the interpretation and application of criminal statutes and regulations pertaining to general crime, fraud, terrorism, espionage and other law enforcement/national security matters as they relate to the cyber space; and communicating highly complex information regarding cyberspace threats and countermeasures to IT asset managers that is relevant to their day-to-day efforts in protecting information integral to national security. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Recognized technical expertise in applying and advising others on application of advanced Computer Security/Information Assurance (CS/IA) concepts and emerging methods and technologies to cyberspace issues and challenges. Skill in interpreting and applying Federal/DoD and state/local criminal statutes and regulations pertaining to general crime, fraud, terrorism, espionage and other law enforcement/national security matters as they relate to the cyber space. Skill in facilitating collaboration among CS/IA and intelligence analysts, and ability to lead such multi-disciplinary teams in integrating their "best practices" and findings to provide useful guidance to IT asset managers and administrators. Skill in providing supervision for direct-reporting team members and leadership for the collective efforts of other cyberspace analysts, operations specialists and supporting functional subject matter experts (SMEs). Ability to plan, organize and direct the functions and staff of an organization to achieve operational objectives within defined budgets and time frames. Ability to communicate highly complex information on cyberspace threats and countermeasures so as to provide IT asset managers with information relevant to their day-to-day efforts to protect information integral to national security. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
