You will serve as a GG-13 Intelligence Specialist in the Office of Naval Intelligence (ONI), Intel Cycle Management Dept (N2). N2 provides ONI with analytic standards guidance and support, production and dissemination (P&D) management and services, and program oversight for enterprise-wide P&D tools. This position is located at OFFICE OF NAVAL INTELLIGENCE in Suitland, Maryland.

Duties

You will develop and use understanding of the Security Markings Program (SMP) and other security guidelines; Enterprise Authoring (EA) analytic user process. You will develop and use understanding of Joint Analytic Data Editor (JADE) analytic user process and other P and D processes to support intelligence production issues and problems. You will be responsible for training ONI analysts to understand and apply SMP, Information Security Oversight Office (ISOO) and other security policies and guidelines to real-world production efforts. You will provide support, through briefings and training, working with DoD and other IC partners to understand and remain up-to-date on classification management and other production-related security guidance. Develops, implements, and disseminates ONI-centric P and D policies as needed (e.g., production-related standard operating procedures (SOPs), implementation guidance for ODNI Intelligence Community Directives (ICDs), etc.).

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period.
  • Some travel may be required (within/outside US.)

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Interpret Intelligence Community (IC) analytic tradecraft standards, structured analytic techniques, and IC policies and procedures to apply during the drafting, review, and production of finished intelligence analysis; Develop professional skills of junior level analysts to increase the team's ability to improve intelligence analysis and advance analytic tradecraft; Utilize oral and written communication skills to identify and analyze problems, articulate comprehensive feedback to analysts, and recommend procedural or policy changes to improve program operations.
