You will serve as a FINANCIAL MANAGEMENT ANALYST in the Program and Business Analysis Department of NAVAIR.
Duties
You will responsible and accountable for reviewing, analyzing, coordinating, and maintaining effective control over planning, programming, budgeting and financial management of all FMS Programs.
You will perform or advises on work in any of the phases or systems of budget administration.
You will formulate budgets and estimates to support plans, programs, and activities.
You will present and defend budget estimates before authorities.
You will review and evaluate budget requests.
You will report and control of obligations and expenditures.
You will develop, determinate, and interpretant budgetary policies and practices.
You will recommend costs and benefits of alternative methods of financial management.
You will implement legal and regulatory controls over approved budgets.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's
programs and activities.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Examples of:1) Developing and disseminating of Foreign Military Sales (FMS) Administrative budget; 2) Reviewing financial documents for accuracy, completeness of accounting data, and availability of funds; 3) Preparing for Financial Management and Case Reconciliation Reviews; and 4) Coordinating with personnel, leadership and other offices to ensure effective program financial management.
