About the Position: Serve as an operations officer in the Directorate of Plans, Training, Mobilization and Security. Coordinates installation operations with higher, lower and adjacent headquarters, and coordinates the efforts of the installation staff in support of on-going operations.
Duties
Serve as an operations officer and operations manager for a mid-size community to support daily operations.
Coordinate community and installation operations with various stakeholders in support of on-going operation.
Conduct studies and reviews to evaluate the effectiveness of current operations plan.
Serve as special project officer for a myriad of actions having senior leadership emphasis.
Coordinate execution of contingency plans with tenant activities to ensure continuity of the community operations programs.
Plan the accomplishment of operational requirements for the successful execution of community events.
Maintain good rapport with a variety of groups contributing to the successful presentation of events.
Represent management at meetings to provide information on installation activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has been identified as being a Key Position under the provisions of AR 690-11, Use and Management of Civilian Personnel in Support of Military Contingency Operations.
- A Key position is defined as any Army position that cannot be vacated during a national emergency or mobilization without seriously impairing the capability of their organization to function effectively.
- Because of the essential nature of these positions, the Secretary of the Army, or his/her designee, shall designate such positions as Key positions.
- Key positions shall require that they not be filled by Ready Reservists or military retirees with recall obligations.
- Prior to occupying the position, Civilians must be exempted from recall to active duty because of Reserve or retired military obligations. This is a Key Position.
- Must be able to obtain and maintain a SECRET security clearance.
- Required to do shift work during emergency operations.
- Subject to on-call approximately every 6 weeks as the emergency operations on-call officer.
Qualifications
Temporary Appointment NTE 31 JANUARY 2025 - Position may be filled as a temporary appointment NTE 31 January 2025. Temporary appointments may be extended up to a maximum of three (3) years.
Current permanent Federal employees (to include permanent Army employees) applying for a temporary appointment will be appointed/converted into a temporary or term [select one] appointment with no statutory return rights back to a permanent position.
When a current Army employee applies to a JOA opened for a temporary or term appointment, the action will be a conversion to a temporary or term appointment.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes:1) Reviewing emergency plans: 2) Forecasting training requirements to meet operation objectives; AND 3) Establishing policies and procedures for management of administrative programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: PhD or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Operations Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
